The result of these combined efforts

again on August 5th. On August 9th,
October contracts in New York reached
36.07, and on October 8th, reached 39.08
on the Exchange. The bear raid of the-

of.the cotton belt regaidless of the price
in other sections, just as Standard Oil
Company did in the old days. :
They have their key men in key po-
sitions inside the Government so thav
they can control the Governments ac-
tion in regard to cotton and dominate
the action of The Board in making
rules and regulations on Cotton Futures
Markets. oe
The Board consists of the Secre-
tary of Agriculture, the Seeretary of
Commerce, and the Attorney General of
the United States.
When Cotton Futures in New York
went up to almost 40c, these big spot
houses sold cotton to the mills at 200
points above New York Futures quota-
tions. They sold cotton. to the mills as
high as 42 cents per pound,
The cotton mills borrowed money
from the banks to pay for this cotton.
When the big cotton spot dealers dis-
gorged to the cotton mills, they of course
wanted cotton to go down again in the
hope that they could buy some more
cheap cotton from the farmer and from
dealers in spot cotton con-
trol the price. They control it so ab-
- golutely that they can fix what is known
- from the big spot houses.

bought future contracts in New York,

Orleans. When the big companies de- >
cided to put the price of cotton down |
they started selling cotton short on the
eotton exchanges. Cotton Futures were _
dumped on the market in such tremen- _
dous quantities that the price of course
began to go down. In one day 720,000
bales of Futures were dumped on the
New York Exchange alone. _
As the market began to go down,
banks started calling cotton mills te
margin the 42c cotton they had bought ~
The way the mills protected the
banks was by selling short contracts on
the-Exchange against the actual ection _
they had purchased.. This put the big
spot houses and the mills all to selling
cotton short and drove the market still

As quotations went down on the Ex-
change, the bull speculators were forced
to sell their holdings or else sell short
