Because we no longer: produce large
-erops of cotton, it has been impossible
for the planners in Washington to hold
the price of cotton down.
In a desperate effort to keep prices
| down, whether we produce the cotton
or not, the Board, that is, the Secretary
of Agriculture, the Secretary of Com-
- merce, and the Attorney General of the
United States, have permitted the sell-
ing of futures on the New York and
New Orleans futures exchanges of for-
eign futures. The selling of such futures
has the same effect on the price of cot-
ton as would th actual importation of
that many bales into the United States.
Recently the Bulletin carried an ar-
ticle giving you the official wage scale
in the cotton industry in Brazil. The

Situation

International allocations of foods and
fertilizer materials with which to grow
foods, by the International Emergeney
Food Council, resulted in the United
States being scheduled to reccive im-
ports of 605,000 short tons of Chilean
Nitrate during the twelve-month perl
od. ending June 30, 1947. This was
slightly Jess than the 617,500 tons im-
ported during the previous -_twelve-
months period. ~~
The 1946-47 allocation was divided so
that 220,000 short tons were scheduled
| for the U.S. from July through Decem-
1946 with 385,000 tons to come dur-

and in manufacturing cheap cotton

cheap cotton goods into this country
are enthroned inthe State Department
in Washington. It cost the cotton far-
mers of the South billions of dollars
to raise and export the surplus cotton
produced during those 60 years.
It cost the people north of the Mason
and Dixon line tens of billions of dol-
lars for Southern farmers to produce
and export this cotton, but even at that
the cotton grower was smarter than the

Prior to the strikes 76,000 of the 220,-
000 short tons of Chilean Nitrate sched-
uled for delivery during the last six
months of 1946 were loaded and reach-
ed the U. 8. This left a balance of 144,-
000 short tons to be added to the 385,-
000 tons to be brought ins during the
first six months of 1947.
With the ending of the strike in Chila
late in. December, ships were not im-
mediately available for resuming ship-
ments of Nitrate from Chile to the U.
S. Shipping priorities had every avail-
able vessel transporting grain and coal
from the U. 8. to Europe. The vessels
are now being made available and nit-
rates should arrive in quantity begin-
ning March 1947.
Barring further strikes or such inter-
ruptions, the undelivered portion of the
1946-47 allocation amounting to 529,000
short tons should arrive at U.S. Atlan-
tie and Gulf ports during the months
of March, April, May and June, 1947.

The Sun plant (portulaca grandi-
flora), a relatively of the common
pusley weed of gardens, finds in a
sunny location the ideal place in
which to grow. Portulaca is one of
the most brilliant annuals, and may-
be used in several ways.
It grows from 4 to 6 inches. high,
-| depending on the soil conditions,
and has red, yellow and white fiow-
ers and also. a fragrant sort, rose
colored and curiously striped. The
flowers open in the morning, clos-
ing at night, but because of its sun-
ny habitat, requiring warmth for |

are especially valuable because
they withstand the smoke~and gas
of cities. They grow rapidly in or-
dinary soil and like a sunny -leca-*
tion,
It may be grewn as a specimen,
as a hedge plant and is useful for
foundation planting in places where
little else will grow. The dominat-
ing colors are red, yellow, white,
which is said to be fragrant, and a
curious variegated sort of mized
colors. It grows two to three feet
high. -
Seeds can be started early in the
house, or directly in the open
ground. Seedlings should be thinned
to stand 8 to 10 inches apart. The
seed is quite large and can be sown
singly three inches apart. The flow-

plant food made at intervals while
the plants are blooming will give
better flowers and foliage.
In fall, after the plants are cut
down by frost, the heayy tubers can
be lifted and stored in sand in a
