Board created under Commodities Fu-

of Commerce and the: At-
Fort the Board to permit the crea-
tion and enforeement of such a rule is
for the Government itself to become a_
party to plundering the ae a

When newspapers and radios give
farm sections the quotations on the Chi-
cago Board of Trade for oats, these
quotations make the price that. the
farmer receives.
ae aa ttine bears are stkorie enough to
create a nervous and jittery market,
then actual. oats sell even below. the
price which would be indicated by quo-
tations on the Chicago Board of Trade.
If we are to have commodity fu-

those markets should be for o. L pro-

deal in a grade lower than No. 1, then
> the evidence of their trading operation Al
should show the grade and. quality in |
which they are dealing.
This is true not only with regard
to oats, but with regard to all other
farm commodities. It is especially true
when we come to cotton futures. Under
rules of the New York Cotton lixchange,
abl impossible for a cotton spinner: to
buy cotton in the cotton futures mar-
ket for spinning purposes. This is
because under the rules the spinner can
be made to accept varying grades and.
staple lengths: for which he has no use.
When a spinner buys cotton futures
it is dignified by being given the name
of a hedge. Actually, there is no hedge
because the spinner has not bought any
cotton. - The spinner has simply. placed
a bet that the-price of cotton will not
go down. After the spinner has placed |
his bet on the New York futures mar-
ket, if he wishes to actually hedge, he
must still go into the spot market and
buy cotton.
SPECULATIVE DEMAND
There has always been a legitimate
speculative demand for non- perishable
crops.
This legitimate speculative de-
mand consists simply in the investment
of capital in these commodities as an
-investment to hold for rise in price. :

speculators has always been a stead
influence in the market, and it re
to the benefit of the producer by
moving from the. market a portion
the crop which is held until later |
season, and thereby the sale of th
tire crop is tended to. be exte
throughout the vear..
The making and enforcement
rules on commodity futures ma
that discourage the legitimate sp
lator from making investments is
rectly contrary to the farmers in ere
and thereby directly. eontrary
interest of the country as a whol
