We cannot. condemn too too strongly the Office of Prite: A
ministration in their action toward Georgia Dairy men in denying
them a fair price for their milk. The price of 32c per gall
set by Leon Henderson is ruinious. Many dairymen are sellir
their cows for beef cattle rather than to continue to operate at
loss under the unfair price conditions which are now prevailing.
Milk containing 3.7 percent butterfat is being shipped from
New York to our neighboring states of Florida and South C:

Dairy, says he is sending milk into South Carolina at
a far better price than he could get in Georgia. The
outhern Dairies, of Atlanta, are offering a few cents
remium on each gallon of milk over their usual basis
allotment.
__ Evidence such as this certainly demonstrate that
something is wrong in Georgia regarding the present
rice which has been set by Leon Henderson. I here-
y call upon him to give justice to the Georgia dairy-
men and farmers.
The following letter is self-explanatory. It
shows how Georgias milk supply is being destroyed
by bureaucratic control. I am calling this reprehens-
ive policy to the attention of our senators and con-
gressmen.

A situation now exists in Georgia which I be-

__Under the existing price ceiling fixed by the

_ At this same time, whole milk containing only
.7 butterfat is being hauled on trucks all the way
from New York to Florida and selling in South Car-
olina and Florida at from 43 cents to 48 cents per
gallon. :
Application is made to bring some of this milk
into Georgia at a wholesale price in Georgia of ap-
proximately 47 cents per gallon. a
_ Georgia producers are being rapidly put out of
usiness. Thousands of dairy cattle have already been
and are being forced on the market for beef because
the wholesale price of milk here is less than the cost
production. | . aS
_ Transporting this milk from New York to South
rolina and Florida is consuming a great deal of
and rubber which we are supposed to be short on,

_ These milk tanks are constructed of aluminum,
ne of the most vital metals for war needs, I am told.
A representative of the Crowley Dairy Products,
inghampton, New York, is now in my office in the
nterest of supplying whole milk to the United States

iow to the company ranges from 43 cents to 48 cents
per gallon for 3.7 butterfat, the price paid depend-

proved plants in Georgia on the same basis, and es-
timates that the price delivered to Georgia plants
would be around 47 cents per gallon for 3.7 butterfat.
The bringing of milk from New York to Georgia
plants at 47 cents would represent a discrimination
against Georgia producers of 15 cents per gallon, to
say nothing of the difference in butterfat content of
3.7 against 4.3.
The Commissioner of Agriculture is very anx-
ious to cooperate with the National Government, and
especially with any matter connected with the con-
duct of the war. He is holding this matter in status
quo pending some action by higher authorities, as it
seems unreasonable to suppose that any reasonable
official would intentionally hold to such an inequit-
able and uneconomic course. :
The Commissioner of Agriculture is unable to
understand why a gallon of Georgia milk containing
4.3 butterfat should be worth 15 cents less than a gal-
lon of New York milk containing 3.7 butterfat.
The Commissioner of Agriculture of Georgia,
who is charged with the responsibility for adminis-
tering the sanitary inspection of milk in the state,
calls upon Mr. Leon Henderson, Administrator of the
Office of Price Administration, and Mr. Neal Water-
street, who is in charge of the milk division, and upon
our Senators and Congressmen, to see that this un-
reasonable situation is ameliorated.
The Commissioner of Agriculture of Georgia and
the Director of the Georgia Milk Control Board, to-
gether with producers, plant men and others at in-
terest, have appealed in every way that we know to
the Office of Price Administration for relief in the
premises. So far, we have not received any relief or
any indication that any relief was intended.
If Federal authoritiesthat is, the OPAper-
sist in their present policy, Georgias milk supply will
soon be entirely destroyed. a:
I have been told that the milk supply in New
York milk shed is being handled under a marketing
agreement with the U. S. Depaftment of Agriculture.
I have also been informed that where the milk supply
in a shed is handled under a marketing agreement
with the U. S. Department of Agriculture that any
surplus of milk produced in that area is given prefer-
ence when transported into other areas which do not
operate under a marketing agreement. |
If this is true, it certainly constitutes a gross dis-
crimination against producers of milk in many areas
in the country, including Georgia.
' -_Under this setup it would be possible to take
4.3 milk produced in the Atlanta area and haul it
to New York, haul it back to Atlanta as 3.7 milk, and
make sixteen cents a gallon profit after paying haul-
ing expenses. va ;

Commissioner Nathan Mayo Says State Inspection
Law Ignored.
= TALLAHASSEE, Fla., Sept. 17. (AP)The De-
partment of Agriculture today seized four carloads
of federal AAA fertilizer shipped into Florida with-
out passing state anspenlichs for which there is a fee
of 25 cents a ton.
: One seizure of two cars was made in the rail-
orders from Commissioner of Agriculture Nathan
Mayo, who charged that AAA officials had ignored
this states inspection laws. Both shipments, contain-
ing superphosphates, originated in Georgia.
: Mayo ordered seizure of any fertilizer, partic-
ularly superphosphates, shipped into or sold in this
state on which inspection fee has not been paid. He
notified Secretary Wickard, of the United States De-
partmen of Agriculture, of his seizure orders to Flor-
ida inspectors.
The Department of Agriculture said one Georgia
company which had shipped into Florida without
paying the fee had complied with an order to pay
up in 48 hours or have its registrations cancelled. It
the AAA fertilizer shipments to participating farm-
ers are subject to the state fees.
: Along with the fertilizer case, the state inspect-
ion service revealed that it had reported last July
22 to the AAA that Florida farmers operating in the
AAA program had kicked about poor stands of pea-
nuts from seeds obtained through a cooperative asso-
ciation at Camilla, Ga., and distributed into Florida
under AAA contracts. It said 16 samples of seed pea-
nuts were analyzed and 11 of these fell below the
germination guarantees.
= Phil S. Taylor, supervising inspector, said ad-
vance samples of seed peanuts were not submitted
to the Florida laboratory for germination and purity
tests. Taylor said the peanut situation was reported
to H. G. Clayton, administrative officer for the AAA
in Florida, but no reply has been received.
In one sample, where the germination guarantee
was 92 per cent, Florida tests showed germination
per cent, against a guarantee of 88 per cent.

We realize, of course, that you already k
what has been pulled over the farmers in the
seed matter. It appears that the oil mill men and
price fixers got together and fixed the price to f
suit the oil mills. It appears that the farmers and
operators did not have an opportunity. to have a
voice in the matter at all.
We operate a large ginnery here, but if: we
the seed we will have to let the oil mills have t]
within thirty days subject to their grade. The gi
have no way of knowing what the seed grade i
they buy them, therefore, there is no way for
ginner to determine what he should pay the far
for his seed. It appears that the farmer is the
one that can hold the seed off the market for lo
than thirty days. So numbers of our farmers
have urged me to write to you and ask you to
the farmers all over the state to hold their s
the market and start a movement with the otlae
missioners of Agriculture to urge their farmers ti
the same thing. It would be a fine thing if it coul
published just who fixed the price. I think you wot
find it to be the oil mills.
If a strong holding movement could be: ae
it might help the farmers to get part of an ho:
deal at least. What do you suppose the Southern
resentatives were doing in Washington to let su
deal be put over on the cotton farmer?
