- This study was undertaken to investigate selected project activities, carried out by the Bureau of Housing and Physical Development (BHPD). It also discloses some of the difficulties that impede the smooth progress of specific agency projects. The analysis, hopefully, enhances the reader's understanding of the Bureau's activities. The paper sets forth problems and suggests policies that will reduce barriers to the efficient conduct of community development projects. BHPD is concerned with providing standard and quality housing to all City of Atlanta residents. The primary emphasis is on low and moderate income families residing in designated communities throughout the City. The researcher suggests eight recommendations aimed at reducing the problems plaguing BHPD. Essentially, these recommendations are to serve as guidelines for improving the Bureau's performance.
